It's nearly impossible to remove every bit of decaying material. Put some dish soap in there and scrub it out really well. Then try to contain garbage in separate bags to avoid the stink-up in the future. You might also try putting kitty litter in there after garbage pick up to avoid the odor for the following week.

The stink comes from bacteria from food that has splattered in the can or missed the bag and is now in the bottom. Every week you should scrub it down with a bleach/water solution. This way it wont stink and it disinfect so no bacteria will be left behind.

You should clean it out with bleach and hot water about once a week and always spray a disinfectant after taking a bag out. I use Odo Ban and love it.
Also, don't let bags sit in the can for too long.If there is food in there, less than a day.If not, every two days at most.

Uhhhh... because you put trash in it. Then... the trash rots... then you get bacteria in there. Clean it...with Soap and water. Then use some lysol on it to kill remaining bacteria. Make sure you line the trash van with trash bags. Even with trash bags, you still need to clean it periodically. Trash is stinky - did you ever drive past a landfill?

Trow it away and buy a new one. Next garbage can should be wash and sanitized periodically.
