Neither is created "first". Both types of tissue develop at the same time.

Well... This is a guess. I'm going to say at about the same rate, almost at the same time, some growing faster than others and some growing slower than others. As with the fontanel and the Knee Caps. A baby is born incomplete concerning these two things one being bone natured and the other flesh. Each of these things become whole, only after birth but still, the fontanel grows in first and the knee caps much later so...

Flesh, bones develop as cartilage first and only harden as the foetus grows. Even at birth some bones are still cartilage
