Windows Defender is primarily an anti-spyware tool, and it also is partially a Windows Configuration Utility. It is failing to load on your computer probably because it has not been successfully installed, or it has been corrupted by some spyware, or another anti-spyware tool is shutting it down. Check these conditions out.

Windows Defender is a spyware protection tool from Microsoft. If you have another spyware program installed, it may not be allowing Defender to load properly.

It's antispyware. Something might have gotten corrupted or another spyware program is conflicting with it. I have heard of "Pest patrol" causing problems. Why don't you remove it and reinstall?
