It maybe on the same level as the sewer pipe and not have a good gravity drain. You could put in one of those older tanks that sit higher up on the wall and have a pull chain to give the needed force, or go with a bigger tank.

I just had this problem actually, my toliet would not stop running, it would run water all night and day, we replaced the ball and chain under the lid and it turned out to be one of the screws that held the toliet to the floor was rusted and this caused the water to overflow in access. It should be replaced asap as in feng shui your toliet is equated to your wealth and spending, and if your toliet is broke, your finances will reflect that. Also, be sure to keep your toliet lid closed at all times, between use, as this will keep a "lid" on your finances, as well as keep that spray of toliet water from infecting your pretty bathroom decorations.(not your toothbrush, as this should be stored somewhere clear of the toliet,sink, etc) Hope this helps, on all levels.Have a beautiful day!

Your sewage may be backed up. You'd have to call a plumber to check it out.
