Absolutely NOT ! Queen Victoria did - AND all sorts of question marks, underlinings, exclamation marks etc etc too !!!! and as far as i am concerned, what was good enough for HER (and it IS still the Queen's English folks ) is plenty good enough for me. As for capital letters being the equivalent of shouting??? You clearly haven't heard me SHOUT, cos using capitals is a pretty poor substitute !

No. Not if it is only the leadline, as in advertising, to attract attention to the question. But after the leadline, normal capitalization is all that is needed. All caps at that point would be yelling, and THAT would be rude.
