My nephew shivers whenever he enters the swimming pool due to the coldness of the water. He ended up not concentrating during his swimming lesson.

Water is a good conductor of heat, thus it moves it away from the body more quickly than air and children are far more sensitive to heat loss than adults, so even a pool heated to 85oF will eventual cool the body. Some children are far more prone to heat loss than others especially thinner ones. Moving faster or taking doses of sugar are sure fire ways to guarantee heat loss not prevent it. Until his cold resistance increases when he gets older the best prevention is to protect the body from heat loss at the torso or core, usually a shorty wetsuit will provide adequate protection for an extended period of time.

I think wet suits are insulating. You could also try finding lessons in an indoor pool, those are usually heated, or are at least warmer than outside at this time of year.
