It could be one of two things. First it could be you're too rough with your foreskin and have worked it raw. Leave it alone and let it heal. Don't touch it except during a shower, just wash it with water and mild soap. If you can't pull it all the way back without pain, then just pull as far back as it'll comfortably go. Then you might want to apply some moisturizing lotion or lotion with aloe to help the healing process. During sexual activity next time, you may want to use lubricant to reduce this incidence.
If after the foreskin is all healed, and you still can't retract it without discomfort or pain, then you might have a condition called phimosis, where the opening of the foreskin is too tight/narrow to allow it to be retracted easily. There are many ways to deal with this, but you should first try "stretching exercises."
One stretching exercise involves taking two fingers and stretching the foreskin opening as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side of the foreskin opening. It's a little hard to describe and may take a few tries to get right. Let your foreskin heal all the way first, as any soreness or scarring could make things worse. Do this exercise for a few minutes each day for a few weeks to a month.
If you don't see any improvement after a month, ask your doctor about prescription creams that're supposed to help, especially when combined with stretching exercises. If this doesn't work, then you may want to consider surgical options. Note that this doesn't necessarily mean circumcision, as there are more conservative alternatives that're probably much better (see links). Circumcision should be reserved as a last resort for when all options you're willing to try have failed. See links for more info.

About 20 years ago I had a simler problem. For some reason the forskin doesn't expand all the time
I went to the dr. & the only slution to the problem was to be circumized. which I had done. It was well worth it I had better sex & don't haven't had any problems since.

Sometimes I get a little split, and sometimes a little bleeding, usually from a great deal of sexual stimulation....but never to the extent that it is too painful to roll back over the head. You may want to see a doctor.

That happens to everyone every now and then so stop being a baby and bring back the foreskin back in position when the dick is little soft.

I have had that happen a few times myself. Usually a result of not washing up after sex. I have used moisturizer on it if it begins to get dried out.

I'm not a guy but get to your GP as soon as possible. It could be infected and could lead to much more serious problems in that department!
