Obviously the licensing people weren't too bothered about it because they're quite fussy NOT to use dubious words in number-plates.

Sure. The comedian Jasper Carrot one told a joke where in America someone had a number plate with BOLLOCKS on it.
Because the Americans didn't know what the word mean't. He told one lady it was another word for zit. Then went on to describe a scenaio of the woman coming to Britain, going into a Chemists and saying, "Have you any cream for these bollocks on my face?"
