Basically it is a fake site containing fake email addresses or a forum etc.

When a bot trawls the internet to find likely email addresses or forums to spam it gets the fake and sends email to the fake addresses or posts to the fake forum.

This information can be used to track down spammers or block the ip addresses spammers work from.
