Because a flame is not static, it moves with the breeze and so the inside of the candle burns with different intensities on different areas. The movement is so inperceptable that the effect is to appear to be a "wrinkle".

Because if it is a painted candle then the outside is harder than the inside. And if not - its closer to the flame.

just like the apidermus a.k.a. skin burns from fire the candle also burns or get melted.

It also gets melty and liquidy to go along with wrinkly and wobbley
