Yes, that processor has more than enough power for Windows Vista.
And, I would stay away from the 64-bit versions, too much hassle. Your 32-bit applications will run, but you'd have to start installing all 64-bit drivers for your sound card, video card, HD controller, and about everything else that Windows Vista (or whatever 64-bit O.S. you plan to install) cannot find, you'll have to find it and install it separate.
Same thing happened when computers where 16-bit still, and they made the newer version of Windows 32-bit, people had to go and get newer drivers for everything. - I my humble opinion I think still is too soon to switch to 64-bit, when in reality most, if not all applications we use today still are 32-bit applications.
If you switch to 64-bit, your O.S. will be 64-bit, the CPU, great, wonderful...but what about your applications? Tell me how many applications are out there today that are 64-bit? Probably very few, or if any, not many. - So I don't know you, but I would not bother about switching to 64-bit now.
The dual-core choice however is good. I got a Pentium D 820 2.8 Ghz dual-core, and on benchmarks I ran this thing more than gave a kick in the butt compared to a regular Pentium 4 on everything, and yes it's a 64-bit Intel processor, and yes I have a copy of Windows Vista and tried it several times, .....thanks, but no thanks, every time I installed it, removed it next day.
Me no like that thing.....haha :)

Yes on all accounts, but dual coring is an unrelated technology to 64-bit, no problem on 32-bit running on 64-bitm AMD made sure Athlon 64 runs 32-bit just as good as Athlon XP; if the software is wwritten to use a 32-bit dual core it will also use a 64-bit dual core.

Yes as Vista has 64 bit support, 64 bit processing is rather redundant at current as you need windows XP64 to properly utilise it's power.
I would be highly surprised if you have problems running 32 bit programs with it, that's not to say that their isn't a dodgy piece of coding somewhere that'll cause problems.
It would just be highly irregular.

yes you should be able to run 32 bit programs on a 64 bit processor. and yes Windows Vista will work on that processor.
