Many primary and secondary sexual traits exist in both the male and female fetus. But all males cells have X-Y chromosomes and all females have X-X chromosomes (double crossed?). The different chromosomes result in different concentrations of male and female hormones (that are present in both sexes). Female or male traits are soft-wired in the fetuses and hard-wired during puberty and maturation. The process can be upset (but not substantially changed) by hormonal imbalances in the mother or fetus or even in an adult taking artificial hormones.

Nipples on male mammals is one of the simpler evidences for evolution. They evolved to deliver sustenance to young in some very early form of "pre-mammal", and though they serve no purpose on (most) male mammals any longer, since they do not provide an "evolutionary disadvantage", they have not vanished.

Nipples develop before the specific gene that determines if your male or female, thus every human has nipples.

It is probably easier on evolution to keep the same genes for men and women rather than having separate ones. What makes men and women different are the hormones so while women's parts develop in a most delightful way the men's don't.
