For me and the thousands of others who have read your question and are shaking our heads in disbelief that a reasonably educated person could ask such an inane question, let me ask you a few questions.
First, just exactly how do police forces "incite the criminal element?" How does having a police force make the thug on the street prey on the innocent bystander? How is that?
Second, just what type of world do you think we'd have without the police? Does the term "lawlessness" mean anything to you?
Third, when one of the members of the "criminal element" robs you on the street and beats you senseless just for the heck of it, just who exactly are you going to go to for help?
The goal of a police force is NOT to "stop crime." That's like trying to stop the sun from rising every morning - crime has been in existence for as long as man has been around, and it always will be. The goal of a police force is to maintain law and order by enforcing the law.
I can't believe you're actually asking a question like this.....

Your comparison doesn't work. The police force is answerable to the citizenry it protects and serves. There is oversight, a chain of command, etc. None of this is evident with an invading military force. The citizens of Iraq have NO voice, because the US military does not answer to them. Besides, citizens being policed recognize the necessity of a controlled police force to uphold the laws which society wants enforced. Not the same thing at all.
No the logic by analogy you're looking for is."If the North and South of th US were still fighting the Civil War, and Germany invaded the US, ran off President Lincoln and started building the largest German embassy in the world on your land, all in the name of stopping the Civil War, would you take up arms and resist the occupiers, or would you start learning German?"

Criminals are the ones who choose to do the crime.
Next time someone breaks into your home call a criminal to help you out.

We have laws on the books that contradict every other law on the books. Clean up the corruption in the police forces and reduce the number of laws on the books- God thought 10 was plenty!
