Passive-aggressive behaviour refers to passive, sometimes obstructionist resistance to authoritative instructions in interpersonal or occupational situations. It can manifest itself as resentment, stubbornness, procrastination, sullenness, or intentional failure at doing requested tasks. For example, people who are passive-aggressive might take so long to get ready for a party they do not wish to attend that the party is nearly over by the time they arrive.

It means that you are opposing somebody but not doing it openly. Example: somebody in legitimate authority tells you to do something, and you don't want to do it. You have four options:

1. You could do it anyway.
2. You could say "no" (thus perhaps getting punished).
3. You could say "I really don't want to, can I do something else?" (which would be the best solution other than actually doing it).
4. You could say "ok" but then don't do it.

#4 is passive aggressive behavior, and is by far the worst option. In #1 you are submitting to valid authority, and in #2 and #3 there is at least a chance of coming to a solution that's respectful to both people involved. But the passive aggressive #4 is covert, disrespectful, destructive to relationships, and just plain nasty.

It defines someone who is "passively aggressive". An example would be someone who, in a one-on-one encounter, seems to be polite and understanding but then after the encounter plots some kind of aggression or revenge against the other person (for a perceived "insult").

Quietly hacking up your neighbors while you eat jelly beans. Like remaining calm as if things dont bother you or you dont care that you are creating problems for others. Like cutting the cord on the TV just after it was repaired. It is a form of covert abuse. When you get punched that is not it. It means that someone is being aggressive but not openly. For instance a battered wife may feel agressive towards a violent partner but she will find more subtle ways to get back at him, she will not openly challenge him or display anger or violence.
