They would have to vote on this. The Philippines have long been totally self ruled, that is hard to give up. Puerto Rico has been a territory for 50 years and still has not made the step to statehood!

This is fantasy. There's no such plan. If there were, it would need to be debated and voted in the legislatures (our congress and theirs) and even put up to a vote in a general election in countries.
There are several reasons why such a proposal will never materialize nor seriously considered:
1. There are very few advantages to the US and many drawbacks to add a third world country with 80 million very poor people to our fold. What with the war with the Muslim minority still going on there as well...
2. Most of the Filipino people would not want to give up their sovereignty to be a state of the US (even if a minority may like the idea). Watch the example of Puerto Rico with the unresolved debate there of statehood vs. independence that's been going on for over 50 years.
3. The Philippines is/are too far away. Puerto Rico, the US Virgin Islands or even Guam would be more likely to be in line although still improbable.

The Philippines is not some random territory. It is its own country. Why would they want to become a state? Especially to a country which has the lowest image of pretty well every country there is? Give your head a shake.

It needs to join as a State or stop being a US territory. Same thing for Puerto Rico. Reason: They are getting all of the free social services, i.e. Medicare, Welfare, all of the stuff that you and I pay for.....but they get it for free. Since they are not a State, they pay no taxes!!
