Arby's has a terrible web site for a company it's size. With 3400 store locations world wide there is no store locator information..So I don't know..but I tried....LOL

How about in town near the base,mailing them would not be a good idea. It would take too long and the meat would be spoiled by the time it gets there.
There must be a tavern or a deli in town,where they serve fresh sandwiches,I would suggest he go out and look.
Germans love their pork,and meats so I am sure he will not have a big problem finding a nice cafe or restaurant,deli,or bar where they serve a good sandwich,to go along with that German beer.

Not sure. But there are local vendors who sell carved beef/lamb sandwiches that are just as good or better.
They will have a rotating spit of beef, that they will slice off as you order. Fresh and very tasty.
You may have to do some leg work to find them.

No Arby's that I know of, BUT i am sure he will fall in love with the German food....just think of how much better the bread is, the cold cuts etc...you can get better SANDWICHES in Germany than in the US. They are probably also healthier....
