I live in a cul-de sac which has two entrances to it, one by road and one where cars cannot get through.(it is alot quicker to use this route, if on foot).
All the rubbish bins are situated near the close off entrance, this is because it is a lot easier for the rubbish van to pick up from, as it doesn't have to menouver through a tight spots, also because I think that they are lazy and can't be bovvered to drop the bins off in the correct place.
Because of this, everybody just uses anybody's bin(which ever one is empty and nearest.
No one recycles because no-one has got any of them blue/black/green tubs.
plus they would never get picked up.
Most of the people I have spoken to said they would like to recycle more, but because of the situation can't.
Do you think the council should do something about this?
What will happen when we get charged for our own waste?

when we get charged for our own waste it might go someway to curing your problem actually.

All bins will either be modified or new and have a lock on them, the household wll be given a key. The bins only open when turned upside down.

so your bin will become your own again.

Where I live, the council introduced a recycling scheme last year. I had grave doubts about how it was going to work, as a lot of people have to bring their rubbish up to the roadside outside my flat.
It was chaos at first. Some people just couldn't be bothered to try and some even refused to use the bags supplied by the council, which meant that their rubbish got left behind.
It is a pain as we live in a small flat and somehow we have to find room for separating all our rubbish. I don't mind too much as I do actually want to be greener. I can't see how charging will work on our street for much the same reason as yourself. How on earth would the charging be policed? At the moment if rubbish is wrongly bagged or just dumped, I have to phone the council to get it removed and they always talk to me like it's my mess! Without lockable bins, charging will be a disaster.
It is just going to lead to an increase in fly tipping. As it is I've seen a dramatic increase in the amount of fly tipping in our area. Rubbish that used to be safely tipped, is now left across the countryside. What is meant to save the environment is wrecking it.

Use paint to mark your bin with your house number. This should stop other residents from taking your bin. Contact your local Council and ask for the recycling boxes. Again mark them with your house number. If they dont get emptied when they are supposed to, phone up and complain.

All the residents could write about the situation to the Council - but don't hold your breath for them responding quickly! Seems we are supposed to recycle as much as possible but some councils certainly don't make it easy!
