Well what i would do is keep the top, switch the tight black pants with a really dark wash skinny jean (you could even go with dark Grey), keep the necklaces, hoops are kinda out of style, so switch them with something else, switch the black sneakers with a cute pair of black flats, keep the hair, and don't overload TOO much on the eyeliner, but it is okay to put some on!! I think that outfit sounds much better!!!!

Skip the hoops, outta style now, go with straight dangle.
Which black sneaker? Must be very nice, high quality or the whole thing gets cheapo vote. Try some Ellen type. You need cute sexy socks.
