It means kind of smouldering, hot, sexy. It's definitely a compliment - and an original one at that. I'd say that someone who was sultry probably had a sexy mouth. It also implies that you are confident and intelligent too. Mae West, for example, was sultry.

Hot (literally and/or sexually -- a day can be sultry too). I like the dictionary definition that says "characterized by or arousing passion".
