Both exist. Sex *drive* (which is primarily psychological) is completely different from sexual *capacity* (or potency, which is primarily physical). The drugs you speak of don't make men more horny, they allow them to actually do something about that impulse. For thousands of years, it was common knowledge that for most men the ability to 'keep it up' tends to wane with age (more for some men than others) while the urge to do so remains largely unchanged. Thus the saying, "The spirit is willing but the flesh is weak."
Some men don't need to take potency drugs to perform the way they want; others might benefit but choose not to and live with the loss. The commercials give the impression that lots of men take them because they want potential clients to feel less 'weird' about needing it. It's no more realistic than, for example, a commercial that depicts every kid in town drinking the same brand of soda.
There are men whose sex drive is weak or even nonexistent, which is not necessarily related to testosterone level. Sometimes this in an inborn psychological deficit, in other cases due to philosophical convictions, or in others follows some kind of traumatic experience.

I don't do drugs to get excited...I'm not always excited, but I have been known to look. Women are a beautiful sight, but it doesn't mean I want to jump every woman I see.

yes if a man takes drugs to get excited it is either because he has a physical problem or his spouse wants sex.
