If you are trying to decide what PLC brand to use you will have to consider a few things.

1.) number of Inputs/Outputs (I/O) your application requires
2.) Do you need analog (I/O) 0-5VDC,0-10VDC, 4-20ma, RTD, Thermocouple ?
3.) power and control power supplies available 120VAC, 24VDC, 12VDC

Many people choose a brand because someone in the office is already familiar with it and or the programming software is already available in house abd finally that brand is already in use on the factory floor...

Several manufacturers of PLC's are now offering starter kits on there smaller PLC units. PLC, software, cables and in somecases a user interface is all included for one price ($250 to $500)

GeFANUC (Combined package with software hobbled to the low end units but
Keyance (software is additional cost but has a very low cost PLC)
Unitronics (higher price but has built in LCD and free software)

all have low cost micro starters

Unitronics offers not only free HMI software but free OPC and DDE software.
