Each person has a different gift from the Holy Spirit to help one another. Read the Book of Acts and you will get the complete answer. It would take too long to type everything the Word of God says about this.

Everyone has some kind of talent. If by "gifted" talents you mean "healer" or "psychics" they were just given the gift of persuasion, if they were not all trying to make a easy buck then they might be gifted

Gifts do not just fall out of the sky. Gifts come to christians in great trials and under great pressure of persucation. That is why you have so many christians today with out any gifts operating in there lives. When God is trying to bless them and get them out of the worlds system they refuse being obident and reject his best for there lives. In such they mess out on the gifting. Also many do not recieve because they do not believe God and they do not seek him on the gifts nor ask forthe gifts. Example Jesus said you have not because you ask not. There are many ways of asking. One way is in doing. many christians are hearers of the word but not doers of the word. In such they mess out on the gifts. Many are not given gifts because they will nto use the gifts to glorify God and God is not mocked. People should really ask why they are not seeking the gifts ofthe holy spirit in there lives. Could it be a simple as not having the Holy Spirit. Jesus said if you have the son you have the father and if you have the father you have the son. He never said if you have the Holy Spirit you have the Father or if you have the father you have the Holy Spirit.
Salvation comes be a infilling of the spirit of Christ into the hearts of a person. The holy spirit seal us with that Christ. We did nto recieve the holy spirit at salvation. We recieved the spirit of the living christ. After salvation we have to walk in obidence and seek the gifts of the Holy Spirit and the lesser gifts. Which come in maturity and obidence and in the asking.

Because both their parents carried the necessary genetic material to produce that talent (although it may not have been dominant in either parent, so they might not have the same talent). There are also environmental factors, depending on what sorts of talents you're talking about. Intelligence, for example, is thought to be between fifty and eighty percent genetic, with the remaining thirty to fifty percent being environmental.
