All the prior answers are wrong. Of course the DV Lottery exists. You can enter once a year and it costs nothing to try. And about 50,000 US immigrant visas every year are won by entrants. I have issued these visas to people who won on their ninth try, and some who won the first time they entered.
Entries are closed for this year, but look out for it to start again in October 2007. Good luck!
