I want to hold a kyokushin AKA knockdown karate tournament in NYC. How do i go about doing that? Are there any sanctioning bodies that sanction Kyokushin tournaments in NYC?

If you don't have any background then you are not likely versed enough in what really needs to be done. Most tournaments (to my knowledge) are hosted by (promoted by) a school unless they are amateur or pro.

For what reason do you want to host one? First and foremost the truth is you need to think about the money, even if you don't want to make money on the tournament you certainly don't want to support the costs out of pocket (which can be very high) and lose a ton of money on it.

Check with the gaming commission and the events commission . They will probably have most if not all the information you need . If that doesn't work try contacting the mayors office, someone there should be able to help .
