The first place to start is with a vet. Find out WHY the pup is itching. Usually if it is not fleas it is food related. Our pets need quality pet food. Read the ingredients list and learn what the stuff on there is and what it does (or does not do) to/for our pets. A quick pet food 101. If the pet food contains corn/corn products or by products it is a poor quality food. Do not pay attention to advertising, they all say there food is great. Corn is a filler that can trigger skin problems. (allergies, skin problems, itching and excessive shedding) By products is anything from an animal not fit for human consumption, including cancerous tissue. Quality foods have meat as the first ingredient. California Natural, Solid Gold, Innova and Merrick are a few of the best brands available. It just so happens my 4 1/2 old Labradoodle had this same problem and I tried everything from doggie cortisone, (he licked it off!) to bathing in medicated puppy shampoo and nothing worked until I took the poor guy to the vet.
My puppy was thought to have mange. He got two injections. One the day I took him in and another about a week later and now he no longer scratches like he did. The vet tested for the mange mite and even though it was not found through a microscopic exam, he is now cured. It took 9 days and he was through with the itch.
It really gets to the point where they cry and bleed they scratch so hard. And OTC doesn't work.
I think if this is how your puppy is acting then the vet is your best bet.

My little dog has this same issue and the vet thought it was because of the food he was eating.
Found out that the food is not a problem however he might have a skin condition and is having a reaction to something around the house.
Talk with your vet and ask if they can do some skin tests to see what could be causing your puppy to scratch constantly.
It could be something around the house or something around the yard if you take the puppy out side.
My dog goes to a pet specialist to get some skin tests done to see what could be the cause.

If the itching is constant, he may have a skin problem or allergies. Take him to a vet before you try anything over the counter. You'll be glad you did. Good luck.

He may be having in allergic reaction to something in your home or to his food. The best thing to do is take him to the vet for a diagnosis. After that, you can treat him at home.
Good Luck! ;)

With your Vet., rule out any Medical causes.
A little corn oil on his food once a day will help his skin be less dry.
Brush him frequently

Take him/her to the vet. He might have a skin disorder. You need to give him/her a good bath before you do anything.
