You think penguins who could build better structures would have evolved by now. Why don't we see penguins living in mansions? Or teepees, at very least?

Okay, let me up the ante here. If evolution really happens, then why haven't birds evolved themselves rocket packs yet?
They're still using those same tired wings.

Some species evolve slower than others. The birds must first evolve their tired wings into propellers ... then jet wings, then rockets ... be patient, now! As for the penguins, they are just content walking funny and flapping their flippers. They may never evolve. Contentment can impede progress and evolution.

evolution has nothng to do with constant advancment, it has to do with adapting to fit your environment, If you fit it well enough to pass on your genes then that is good enought until some other evolutionary pressure comes along.
As long as penquines survive in nests and without brains they won't need to evolve.
I'm sure your childeren would could survie in the trailor park without having to think once, but if a tornado came through and they have to go out in to the world those that are adaptable will learn to live in condoes and those who arn't will become return to the trailor park ( of course over years the city ones will become different from the ones contendetly staying in their trailor, that is why there are still monkeys,)

Excellent point. Although I accept the fact of evolution this question has got me stumped.

IGLOOS???????????? Are you confused, or what!!!
Igloos were/are built by the Inuit (formerly 'eskimo') in Northern Canada. There are no penguins in the Arctic. Penguins live near the South Pole and do not build structures!!!!!
