You can boot your computer by hard disk drive, LAN (if your admin provides net-boot), cdrom (dvd), floppy, usb drive etc. If you do not have the option to boot from HDD and LAN (i assumed because you are asking this question), the best way to boot your system is using a bootable CD(or DVD) that gives you network config support for Internet. You have a number of options here. Easily and freely available ones are Linux based that i will be explaining later. For a windows based bootable CD with network support, you can create your own, with the component you want using the Bart's solution. Visit http://www.nu2.nu/pebuilder for more information and don't forget to view the available pluggins here. you may find some very useful here. You can also google for a prebuild cd.
Much easier is to use a linux based bootable environment. You will be having a number of options. Go for the one that includes a good web browser like opera and firefox with it. some good ones are Gentoo(gentoo.org), KNOPPIX (http://www.knopper.net/knoppix/index-en.html), slax, suse or ubuntu.
And remember, for internet connectivity, you should know how to setup your network.

What operating system do you use?
If you using Microsoft Windows XP Professional then following tips would definitely benefit you. I dont know whether they work with other operating systems or not.
All the tips should be done on a newly (operating system) installed machine for better performance (this applies very much for Tip 5).All other tips except tip 5 can be done without reinstalling the operating system. But tip 5 requires a reinstalling operating system.
So the tips go this way=
Go to Start>Run. Type regedit and press Enter.
1.Perform a Boot Defragment=>
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Dfrg\BootOptimizeFunction. Edit the "Enable" string value to "Y".
2.Contiguous File Allocation Size=>
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FileSystem. Create a DWORD value called 'ConfigFileAllocSize' and set value to 200 in hexadecimal (if you have 256MB RAM). For every additional 128MB RAM add 100 to the value mentioned above.
3.Optimise Windows For Larger L2 Caches
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management and in the right-hand pane create a new D-WORD value and call it "SecondLevelDataCache" (Sometimes this DWORD may already be present there).In the value data, enter the number for how much L2 cache memory your processor has [example=if L2 Cache is 1MB then type 1048576(1024bytes=1KB, 1024KB=1MB .i.e.,1024*1024=1048576) .Make sure you select the Decimal radio button when you do so.Restart.
4.Shutting Down Faster
To shut down XP without clearing your paging file, run the Registry Editor and go to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management. Change the value of ClearPageFileAtShutdown to "0". Restart.
5.Moving The Program Files Folder
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\ProgramFilesDir
Change the 'C:\ProgramFiles' to any other Drive location.
I have a separate drive of 2GB for Program Files.
This the above tip should done as soon as the operating system is installed.
The following tips does not require registry editing=
Before doing this tips defragment all the drives.
Right-click on 'My Computer' on the Desktop and select Properties. Select Advanced tab. In the Performance section, click Settings.
In Visual Effects tab, select Custom and remove the options you dont want. I have checked the last two boxes.
Then click on Advanced tab. Click on Change in the Virtual memory section.
First click on C drive in the white window above the 'Paging file size for selected drive' and select No paging file and click Set. Next select the drive on which there is enough free space. Select Custom size.
Type the number equal to 3 times the amount of RAM present in both Initial size and Maximum size and click Set. Then click OK ,then Apply, then OK, then Apply, then OK. It will prompt to Restart the computer. Click Yes or OK as the case may be.
