If all you want is cuddling, hand holding and such...
Perhaps she's uncomfortable making the first move. Perhaps you should try doing it. Take her to the park and hold her underneath a nice tree.
When you're at the mall, spontaniously reach down and hold her hand, or walk behind her with your arms around her waist. When she's sitting, sit behind her, wrap your arms around her and rest your head on her shoulder.
Initiate contact and see how she reacts. Perhaps she's waiting for YOU.

Well, the real question is how long have you two been together, and how experienced in relationships she is. If you're together a couple of months, and you're one of her first boyfriends, you might want to give her time to adapt to having physical contact with you. If you love her so much, that is. But as I can see, you're not very in love, because you want to leave her because she's not physical.
