Get it from a private breeder in order to ensure its health. It will cost you a couple hundred dollars at most.

You can rescue a pug from a Pug Rescue or an animal shelter for a fraction of the cost of getting one from a breeder or out of the paper.
You can get wonderful pets there. I work for PAWS and we save lots of purebred dogs that are not neurotic and end up becoming wonderful family pets.
That is my suggestion. Save a life who needs a home and give that dog the love you'd give to a more expensive dog.

A pug is called in india as the "Hutch Dog" it costs some where between 5000 to 6000 Rs

You need to find a good, dedicated breeder who shows and does all applicable health testing on their dogs. Pugs are prone to a laundry list of health problems which can make them miserable or shorter their lives.
I would expect to pay around $1500 for a pet Pug from a good breeder.

the dog itelf not sure but long term vt apointments etc a ton because of breathing problems they dont last long either
