Some folks are so ignorant and don't realize that cats and dogs get cold and freeze too, try to educate them, if they won't listen, report them!

People think that fur-covered animals don't get cold like humans do. Truth is, animals do get cold! The general rule is, if it's too cold for you then it's too cold for your pet.
Does your neighbors cat stay outside more than inside? Maybe you could talk to them into letting the cat inside when it gets really cold so he/she doesn't get sick.

If the cat wants to be outside, then it isn't too cold or it wouldn't go outside. I let my cats out in 22 degree weather when I allowed them to go outside. Now they're indoor cats because they seem prone to accidents. One of my cats was out for a long time in the cold weather and it was getting late so I called for him to have him come in, and I kept hearing him meow to me... so I listened and followed his meows and discovered his tail had gotten frozen to the porch. I don't know how that happened, but it was scary, and now he's an indoor cat... because of a few other reasons as well, but you're just asking about cold weather.

I live in Canada and when the weather is -20 some people let thier animals outside still,. It is not too cold, if the cat did not want to be outside she would simply refuse to go. We all need fresh air, even animals.

You need to call an animal shelter and get that cat into a better home and turn her in for animal abuse because thats what it is. Stop letting her get away with this, this is horrible.

No, cats have been surviving in the outdoors longer than man has (if you believe in evolution). That's why they have a winter coat that comes in when it gets cold. Animals can handle these lower temperatures much better than humans can.

What's wrong with you? If your neighbour remove all the hair of their cat, then is it too cold for the cat. If not, what's the problem?
