A Muslim who PICKS UP the $20 bill has to try different ways and means to find the owner.
I am not very sure but I think that if the owner cannot be located after some time, then that money could be given in charity to a needy person.
I am sorry that I cannot give you a definite answer as I don't know the ruling in this regard.
You should find out from a religious scholar if you can.

yeah definately the lord loves you and wants to show you this by giving you some money. Isnt this proof enough that god exists?
