OK; I am half Hispanic, but my father's grandparents are from two different countries. His grandfather is from Cuba, but his grandmother is from Puerto Rico. Am I still allowed to apply to Cuban or Puerto Rican scholarships, or is the line just too far back? Please help.

Im not sure about the cuban/puerto rican thing... but you have a good chance with a general latino or latin-american scholarship...and dont forget there are all kinds of random grants and scholarships too...all you need is a pulse for some!

You can try...but I can tell you from personal experience that if a person is half Hispanic but has been brought up by at least one college-educated parent and lives in a middle class suburb and attends a predominantly white middle class high school, your chances are slim. You are not considered to be "underpriveleged" esp if one parent attended from/graduated college.

They take into account the nationality of your father. Your grandparents are out of the picture.
