On a smaller scale (I work in an insurance office) it means more work and lowers profitability scores for agents. If you have an agent who cares, like in a small town, who knows their clients it adds another reason not to like bad roads, etc. We'd rather have clients who pay their insurance and never get in accidents. :-)
