NASA has been sending over crews of engineers to Russia for over 10 years now which include a handful of African-Americans and other black nationalities. Overall, from what I have heard there have been no major problems. Ocassionally they do get stopped by the police. I am sure that they must have some impressive looking documents and cards to show also which must scare the hell out of any low level police officer.

In Russia the police can stop you for no reason at all. Getting stopped for a "documents check" is very usual. Especially when the police are short a few bottles of vodka for a party and you may seem like a good mark.

Also, the police stop dark-complected people more often than not for these "document checks". They don't have the same rules that are followed vis-a-vis "racial profiling" as most Western countries. The Russians are still very touchy over the Chechnya thing and "document check" anyone who looks like they have anything more than a fading summer tan.

Where you go and what you do have the greatest bearing on whether you will be a target or not. All of the major hotels and the tourist areas are relatively safe with nationals of many countries visiting.

The main victims of racial violence in Russia have been African students. Try to imagine how bad things have to be in your home country so that studying in Russia seems like a Great Thing.
