No, not necessarily. It really probably just means that he's interested in you and wants to get to know you. But, I really don't think he would consider it him asking you out on a date. That's more of him asking you to specifically go out and when and where kinda thing. This is especially true if you two don't know each other that well.

if he is asking u on a date he should tell u where u re going and at what time and all this stuff. if he is just asking for a phone number it doesn't mean anything. maybe he even won't call

these days it's not uncommon for 2 people to just hang out before they start dating...
it's not a bad thing, and it really shouldn't be confused for a date..
things first started happening between my boyfriend and i 4 months ago.. we started "hanging out" a month and 1/2 ago.. and even though we consider eachother boyfriend and girlfriend, we still haven't had an official "first date"..
things are so complicated

if you know him.... then you would just be 'hanging out' but since you dont know him he's totally asking you on a date

well ask if he has yahoo IM or myspace and get to know him more, or have someone you trust thats really tuff and very protective to go on the date with you guys
