This phenomenon occurs with hyperventilation. When your breathing increases and you get rid of a lot of your CO2 from your bloodstream, you can change the acidity/alkalinity of your blood to become a bit more alkaline than usual.

This causes the sensation of pins and needles in hands or feet, or around lips.

It is often found in anxiety (where people hyperventilate) but can occur during emotional distress when you hyperventilate also.
