Optically, the 28-105mm is pretty good but I'm not crazy about the zoom range on a digital body. After the 1.5 focal length multiplier (common to all Nikon dSLR bodies), you'll get an effective range of 42-158mm. This means that you'll have practically zilch wide angle coverage.
The Nikon 18-70mm replaced the 28-105mm as the standard zoom for digital bodies. (After the 1.5 focal length multiplier, 18-70mm provides an effective range of 27-105mm.)
The 18-70mm costs $310 retail and it was sold as the kit lens with the D70, so you can also find tons of them on eBay, etc.
The 18-70mm makes a decent portrait lens in the 50-70mm range, albeit with a minimum aperture of f/4 to f/4.5. I personally like to use between f/2 and f/4 for portraits. So for portraits and low light situations, I agree with Koko: you could consider adding a 50mm f/1.8 (around $100 retail, or dirt cheap on eBay.)

Your not going to get a really good lens for that price but it will still be decent. 28-105 is about a normal everyday lens it can reach pretty far and really close. For portraits i would get a 50mm prime lens but if you just want one the 28-105mm is a great lens.
I have not done research on the Nikons 28-105mm so I do not know the quality.
