Neither is better. Each has its advantages. By faster do you mean top speed? Or by faster do you mean getting from 0-60 in less time, more correctly defind as quicker. The 318 challenger is quicker up to a point. The 400 Charger is faster due to better aerodynamics. And yes DEON thay made many 400 Chargers. Few cars are both quick AND fast. The ones that are usually cost a few hundred thousand, and generally weren't made in America, at least until the Dodge Viper and the C6 corvette Z06. My 1999 Neon ACR will embarss my 1973 Ferrari 365 gt4 2+2 from a standing start up to about 80 mph, but from 80 mph on up to 150 Mph the Ferrari is the hands down winner. (The Neon maxes out at 130 MPH and takes much longer to get from 80 to 150 than the Ferrari) Both are a blast to drive but for very different reasons.

Charger is cool but I prefer the 68 or 69...just looks better to me ...besides without modification, the only engine options were the 318, 383, 426, or 440 ...there was no 400 V-8..that is a GM engine...the GTO engine to be exact....there was a charger desinated as a SE 500...it had the 440 in it.
I would chose the Challenger because it's basically a pony car sized Charger...not as heavy and looks just as cool when done right...you can put a Hemi in there or the 440 six pack...if you got the money, Mopar Performance Parts has a great aftermarket engine, a 472 V-8...good for 500 plus horses...even 600...with a Holley four barrel carb, a 5 speed upgrade, Hurst shifter, and dual exhausts...you would really be the local star of car shows with that Roger Dodger...you would'nt even need a supercharger or Nos but if you add that to the equation , you would really be a terror...Year One did a Hemi Challenger in orange and black for "2 Fast 2 Furious"....corny movie but that Challenger looked incredible...also reference "The Vanishing Point".....a Challenger can be just as cool as a Charger..if it's done the right way...please stay away from that puke green or plum crazy purple....for my sake, those colors..in my opinion, never did challenger or Hemi Cuda justice....blue, orange, even white, or yellow...
The Challenger would be faster..it's lighter and you can put the same engines in it as a Charger or most any other late 60's/early 70's Mopar...the Charger is known for the horses...but it's also known for fishtailing all over the place....at high speeds.

The challenger would be worth more, but the 400 was a weak dog motor.... not alot of performance parts for that engine. The 318 is more powerful and there are tons of aftermarket engine parts. I would get the Challenger, but change the engine out. The Challenger would be the faster one out of the 2.

I am not really a mopar fanatic, but both cars are were good cars from what I hear, as for which would have more power? probably about the same even though the challenger has a smaller engine it is also a smaller car. If you are deciding which one to buy... compare both and pick the car that is more bang for the buck, or pick whichever size feels more to your liking.

the 400 was a 383 with smog heads...lot less power than the 383
i would go with the challenger w/318..better if you find one with a 340 or 360

Depends on what you want. Challenger is obviously gonna be worth a lot more.
