No. The justice of the peace is a judge who arraigns suspects to crimes, issues search/arrest warrants, and grants bail. So basically, if you have a warrant out, chances are, his office issued it. So no you cannot get a marriage license from him unless you want to marry in jail.

Dude, just take care of the warrant. If it's a misdemeanor warrant, they'll probably just book/release you anyway. Why get married knowing that at any time you could get pulled over and arrested! Just man up and take care of it first!

That is not going to stop you from getting the license, however they might decide to have you arrested on the spot to take care of the warrant.
Take care of the warrant before you try to get married.

Get the warrant cleared up, please. Why start a new phase in your life and get another person you love involved with that hanging over your head?
With luck, you probably could. But you could also go from the JP office to the jail.
