Because you haven't trained him/her properly. You need to train using a leash and practice w/the leash until the dog has it down..... and even then, the leash is attached just not held for more training.
Most dog problems are human problems-- we don't do something right.

Are you sure the dog is not deaf? Some breeds are genetically prone to deafness... then you have to teach hand signals.

Go back to training on the leash and if the dog still isn't listening, consult a trainer.

because you allow him to. dogs like to be in control. they need to know you are the human and they do what you say. if you allow them to do what they want all the time they will ignore you when you want them to do something. just like a child.

there's an incredible adjustment era that needs to happen earlier the three year previous would be waiting to "snap to" and obey your instructions as quickly as you're saying them. Months. No corrections. No forcing the priority of the *****. merely "enable it journey". enable them to get used to a minimum of one yet another and alter into acquaintances.

maby he needs training he probly doesent understand try rewarding him if he does something good
