Praise versus Scolding
Dogs generally figure out what gets your attention and then they do what it takes to get that attention. Sometimes it's positive attention. Sometimes it's negative attention. That having been said, training should be a positive experience and further the bond between you and you canine.
Use praise whenever possible to let your dog know she's on the right track. Occasionally, if your dog jumps up at an inappropriate time, it is ok to issue a sharp "No!" to let her know she has misbehaved.-

You have really answered your own question - basically you can't correct a dog after the event. Unless you can catch her in the act, on the way out in this case. You can't do anything other than accept the fact that she eventually came back, much as I'd not actually give any praise for her coming back on her own terms!! I'd just bring her in without comment, and thank my lucky stars she came back in one piece. And yes, it could happen again, so I think the best you can do, apart from fencing and gates, is never give her the opportunity to take off like this. It is possible to prevent a dog from escaping through doors onto streets with a bit of extra vigilance. The only time it has happened with my lot is when we moved and fencing I thought was solid, proved not to be. It's easy to get lulled into thinking any dog is trustworthy and in fact, if the situation is right (cats, squirrels etc., especially with a high prey-drive animal), they will be gone. This is why I hate seeing a dog walking on a pavement (sidewalk) with their owners, off lead. You just never know what's going to happen, and even the most trustworthy dog can suddenly snap. Don't scold - avoid!

You should always praise your dog when training . Just think if someone was teaching you something and they were scolding you would you want to learn ? NO! As with all animals they are very smart if you take the time to teach them.And the best way is to love them.

According to more and more studies being done, for the average person training their dog, Positive Reinforcement is the most effective way to train. Therefore, one must conclude praise is the more effective.

praise is the best always always, dogs remember that they get praise for doing good but scolding is not necessarily remembered. Be firm but not rough, The best thing a dog can learn is the hyerarcy , your in charge not them. praise for doing good. believe me if a dog knows your in charge, a firm bad dog goes a long way for doing bad but a happy good dog goes farther every time.

Actually, you need both.
Yes postive reinforcement is great and the dogs will want to please you but just ignoring their bad behaviour will not help.
If your dog gets into the garbage and you do not at least attempt to 'punish' whether you use a harsh tone or put the dog in its cage, you do need to do something. If you ignore the dog will not know that what it did was unacceptable.
Again, positive reinforcement is great because if you can preoccupy the dog with 'good' behaviour, it is less likely to be getting into trouble!

Praising b/c if you scold them too much they become skiddish and weiry (wish some pets but praising is always best )

It depends on the paricular dog. Positive training works fine for many dogs. But trying to bribe a 'hard' or aggressive dog with treats is just plain stupid.
I really don't understand why people think one method should work for all dogs, they are individuals.
