First, is it inside or outside? If it is outside, make sure that it is comfortable inside the Dog House. If he is still a puppy, it could be that he wants to be with you rather than in his house.
I have two dogs (both indoors) and my 1 year old wanted to be with me when he was smaller, rather than in his house.
If your puppy is outside, then make sure that he has something comfortable to lay on, and that on cold nights, he will still be able to be warm inside. They do make special bedding for outdoor dog houses, take a look around.
Another way is for you to show the puppy what it is for. You crawl in, the puppy will follow, then he will not be scared of the house anymore.
Good luck with your puppy.

Don't give up...eventually the puppy will go in. I had my dog house for over 6 months before my dog would finally go in but now she lives in there constantly and will defend her house to the death from other animals looking for shelter. It just takes time. They are afraid of it at first...maybe they think they will be trapped as there is just one opening. Trust may be an issue.

Just leave in in one place for a long, long time and they will see it is a permanant fixture that people won't bother and they will go in.

Try putting a tee shirt you have slept in or worn in the dog house, and it might be comforting to the puppy and it might like it. But still, it's basically a baby, so , don't give up, it may like it as it grows older.

make the inside of the house comfortable and wait. Sometimes it takes awhile for the puppy to take to it. It could take awhile, but one day it will be fine.

Hit him when he is out of the house, he will soon see that it is his refuge.
