This behavior started suddenly, and he's annoying her and me. Can a neutered female attract a male? I don't think it's dominance...she's 30 lbs; he's 10 lbs. He's not mounting my other two females dogs.

All my females are spayed. My 30 lb female (the one being mounted), which I rescued from a dumpster in the Bronx, is very tough/antisocial and picks fights with dogs twice her size. He must have a death wish.

are your other females spayed (not neutered for a female :)) if they are there may be another female in the neighborhood in the heat and your one female just happened to be the lucky? one hey i got a friend who neutered cat (been that way for 6 years) is trying to mount her unspayed female so go figure maybe hes just lonely look on the bright side at least they cant have puppies!!

Hi. Females are spayed. It's a dominance thing. No big deal. The pecking order will change once in a while. Have a dog gone great year.

While I agree that this HAD to be absolutely hilarious the first few times it happened, I do agree that this is a dominance thing. Because (I assume) that your 2 yr old dog was there long before the 7 month old cat, this is your dog's way of saying 'hey, this is MY house.' When you get done laughing, nip it in the bud, regardless to how angry the dog gets.
