Yes, you can, but due to the weight, it is typically best to buy it at a gun show. You can buy reloaded brass or new brass, loaded by the company or you can buy factory ammunition by the case. This also makes it easier than dealing with some of the shipping issues.

There are companies, like Black Hills Ammo, which sell premium ammunition in bulk, which is good to get the same lot for better accuracy.

You can look at Shotgun News or Gun List for some places that sell ammo. Sometimes the places have sales with free shipping. There are shipping restrictions in some places. Often you need to send a copy of your driver's license in order to buy ammo.

Try Black Hills Ammunition. You didn't specify the purpose or caliber but Black Hills makes bulk re-manufactured ammo in several calibers for rifles and pistols. It is amazingly good ammo in terms of accuracy, at least in my AR15. You can get 1,000 round cases pretty reasonable.

Of course you can! Anything I want to do serious target shooting with gets a custom load. Bulk ammo is just for "plinking"
