We are going to move to NY state from Oregon. Can we save sales tax by buying a new car in Oregon (no sales tax) before moving to Long Island, NY?

Yes you can, as long as you license the car in Oregon before you move! Otherwise you'll have to pay New York sales tax. Remember, Oregon is one of the only states that doesn't have sales tax.

If you are moving for good, you will wind up paying twice, because NY will recapture a portion of the sales tax when you eventually register it there.

you will pay California sales tax (there "aint no way CA is going to bypass that up!!).
