If you are a military dependent and the restraining order is on your dad (?) go see the JAG on your base. If it is your husband that is in the military go see the JAG anyway. They will help an enormous amount by contacting the local authorities for you.
Most restraining orders do cost unless they are issued at the request of the court and not you, otherwise every idiot that felt slighted would have one issued. It takes court time to issue and the Sheriffs departments time to deliver.
This of course varies by county.

First of all there are two types of restraining orders. One would be domestic, this is if you are dating or related to someone and the other is a civl one, for other than the above. It also depends on whether this is an R.O for domestic violence, terroist threats, stalking and the like, if you are in fear of bodily harm. If you need one due to fear, domestic violence , threats of harm, normally there is no cost to you for this. You will phone the clerk of the court of your county: Tell them you need an emergency R/O if that's the case: You may go into the clerk and pick up the packet yourself, this costs nothing. Either the clerk will help you fill out the paperwork or your clerk will refer you to their self help center within the court house where they help you fill it out. You will go in front of the judge and he will read your affidavit [ why you feel you need an R.O. and ask you a couple of questions: If he feels it is warranted he will grant your orders: You will then go to the Marshall's office inside the court house, usually and ask they serve the R/O;s to the party : Once he is served you will receive a proof of service in the mail telling when where and how the party was served. You must make a copy of that proof of service, take both copies to the court, The clerk stamps and keeps one copy and ask her to stamp your copy. You then attach it to your R/O's and keep your R/O's with you at all times to show police if the person violates the orders. Usually, depending on your state, within a couple of weeks there is a hearing in which you must both appear. The other party defends that R/O's are fivolous and you are not being truthfull, which means, at that time, bring all persons as witness's and any evidence you have to support your statements. If the judge feels there is further need for the further granting of the orders, he will do so. If this is for like a civil harrassment, like your next door neighbor and there is no threat or danger, the R/O's do cost you to file: Once again, ask your clerk and they will give you a filing fee price if that is the case. Good Luck: once again, call the clerk of the court in your county: Usually family law clerk, and ask her if there is a self help center withint the court building or if they can help you fill out the paperwork, actually though it's as simple as reading and answering a question:

No, a restraining order does not cost anything in my county, go to the circuit court clerk and he will take care of everything.

A restraining order doesn't cost anything, but in my state you have to go back in a couple of weeks to renew it and I believe you have to go in front of the judge.

yes it cost me money anyway the restraining order doesnt apply to the kid a kids father has a right to see the kid as long as hes not a threat to the kid a lot of people who have abused there wife will never abuse their kid also i find that most womens accusations of abuse are fabricated or greatly exaggerated

It varies by state, but you can get a legal waiver to disqualify you from paying the fee. Although he has to have harrased your daughter. I recommend just recording all phone calls of him if he ever calls.
