No, because there is nothing actually using the electricity. The circuit is not complete, the power gets to the end of the metal contact and stops. If there were a bulb, it would go through the bulb and out the other metal contact and then you would be charged because it is a closed circuit.

If, however, you were to stick your finger in the light socket then you would be charged, well your finger would be at least.

No. its an open curcuit and no power is being used.
