Read the classic book, "How to Win Friends and Influence People," by Dale Carnegie. It's old but you can still easily find it (first link below). Teaches you how to break the ice with someone, how to carry on a conversation, how to be a good listener (important!).

Another great book, and one that's more contemporary, is "Am I Making Myself Clear?" by Terry Felber (second link below). A little easier to read and fewer pages than "How to Win Friends," it's a fantastic book on people skills and how to handle difficult situations.

While it is somewhat useful, using online chat to improve your people skills is limiting because people skills involve a lot of verbal and visual cues; it's hard to establish eye contact when all you're looking at is your computer screen! Try putting yourself in situations where you're meeting a lot of new people, like classes, clubs, the mall, etc., and don't be afraid to introduce yourself.

Good luck. Good people skills are important to your professional as well as your personal success in life.
