Amsterdam has a lot of flat streets with no actual sidewalk. I dont recall seeing too many curbs when i was there in summer '05.

Copenhagen is quite flat, but modern too with good guidelines demanding that all public places have wheel chair access (no all do though.
the metro is brand new and easy access to platforms

all citys in the netherlands,good acces to buildings, flat roads,separated bicycle lanes,ect
