I'd say most endurance, tho' some strength. The strength will be limited tho' cuz as you get stronger it's hard to add weight to it, so you'll hit a wall with it. Also, when you do more than around 15 reps of an exercise, it starts utilzing type1 (slow twitch) muscle fibers that are involved more with endurance exercises rather than strength exercises. You'll never see a guy who does tons of pushups as big or strong as a guy who works out with weights.

It depends on how many you can do. If you can only do 3-4 then it is a strength exercise for you. If you can do at least 25 or even as little as 20 then it is considered more of a resistence exercise. Once you can do about 35-40 push-ups, no matter how many more you can do after that, it is pure resistence almost no strength.
